Will you have luggage with you or is that checked through for you?
You might prefer to take the Airtrain from the JFK terminal to Howard Beach and switch to the A subway train. This is cheaper and takes around 1.5 hours from JFK. You don’t know what traffic will be like and it’s rush hour at 7.30am. Traffic will be heading into Manhattan then. You will get a seat on the A train because it’s near the start of the line.
You could get out of the A train at either Fulton St or Chambers St in Manhattan and walk to the 9/11 Memorial.
The Staten Island ferry is a 15 min walk south from the 9/11 Memorial.
Walk around that whole area. Nearby is Wall Street, Federal Hall, St Pauls Chapel, Trinity Church, The Oculus, One World Observatory, Brookfield Place, Liberty Park, Eataly. Several museums are down there if you like that. Federal Hall, Museum of American Finance, National Museum of the American Indian.
Look all these up on a map and plot a walking route including whatever interests you.
You could certainly fill in a lot of time down in that area.
Allow 1.5 hours or even 2 hours to be safe, to get back to the airport. Going back, you’ll probably be in the evening rush hour.
